As part of the "mandatory billing measures", so-called "sales recording systems" (SRS - Sales Recording Systems / SEV - Système d'enregistrement des ventes) (cash register systems, electronic recording systems, etc.) must undergo a certification process. This confirms that the system meets the requirements set out by Revenu Québec (the tax authority of the province of Québec).
Note: In principle, subsequent versions of an SRS/SEV that has already been certified can be used. However, Revenu Québec strongly recommends that all SRS versions be certified in order to ensure compatibility with WEB-SRM and compliance with requirements.
Process
The certification process goes through three phases:
- Registration of project resources (companies, individuals, SRS, etc.) and adaptation of the SRS
- Execution of test cases
- Application for certification
Phase 1 – Registration of resources and adaptation of the SRS
Registration
First, the SRS manufacturer must register as a partner of Revenu Québec (RQ). For more information, please visit the Revenu Québec website. Partner registration also gives you access to the WEB-SRM documentation.
After partner registration, ‘resource persons’ must be named and created in the RQ partner portal, whom RQ can contact during the certification process in case of questions.
Furthermore, the SRS to be certified must be registered. Once this has been completed, the following information can be viewed in the partner area of the RQ website:
- Product identification (idSEV) - must be entered as "SRS identifier" in the Configuration.
- Product version identifier (idVersi) - must be entered in the Configuration as "SRS identifier".
- The product version number (versi) - assigned by the (cash register) manufacturer must be included as "applicationVersion" in the payload (JSON) of the cash register.
This information can be used to transmit test transactions to WEB-SRM.
Note: During the SRS registration process, you must list all the functions of your system. Based on this, RQ selects the test cases that you must perform as part of the certification process.
The functions to be certified are described in the ‘General Information on Adapting an SRS’ (SW-76-V).
Attention: SRS must be registered and certified separately for each supported operating system! If your POS system is available on Windows, iOS and Android, for example, you must register three products in the RQ portal and also go through the certification process three times.
SRS adaptation
Im Zuge der Integration der RetailForce Middleware, können Sie Daten an das WEB-SRM übermitteln. Grundsätzlich werden seitens RQ drei Umgebungen bereitgestellt:
- Development environment - DEV (Développement)
- Test environment for certification - ESSAI (Cas d’essais)
- Production environment - PROD (Production)
During the connection of the RetailForce middleware, data should be transferred to the development environment. For more information, see the article "Communication with WEB-SRM".
Phase 2 – Performing test cases
Tests in development environment
Before data may be sent to the ESSAI environment (test environment for certification), all mandatory test cases (description in SW-78-V) must be carried out in the development environment (DEV).
The results of these tests must be entered in the "Results" section of document SW-78-V.
Tests in certification environment
If all test cases have been performed without errors in the DEV environment, the test cases described in SW-77-V may be sent to the certification environment (ESSAI) in the required order.

Phase 3 – Applying for certification
Once the first two phases have been completed, the following must be sent to Revenu Québec:
- Software
- all information and
- cash register equipment
used to perform laboratory tests.
Applications can be submitted in the partner area of the RQ website and are described in detail in document SW-79-V.
Certification confirmation
Once all steps have been successfully completed, Revenu Québec will confirm by email that the specific SRS version meets the technical requirements.
The confirmation will include, amongst other things, the following information:
- Information on the productive environment
- Certification code that allows communication with the production environment.
Enter these values for production systems in the Configuration Canada.
Listing
Systems, or individual versions of SRS, that meet the technical requirements are listed as certified SRS on the RQ website.
Manufacturer's obligation
Manufacturers of certified SRS are obliged to rectify any errors and problems immediately after notification by RQ and to have a new version certified. Problematic versions may be marked as such on the RQ website as "unacceptable" (see "Listing").
