The Serbian Law on Fiscalisation requires the certification of every electronic recording system ("cash register").
In preparation for the certification, as well as for the implementation of the RetailForce Fiscal Middleware for Serbia, access to the so-called sand-box environment of the fiscal administration must first be applied for.
Step 1: Access to the TAXCORE Taxpayer Portal
The following link will take you to the TAXCORE Taxpayer Portal: https://tap.sandbox.suf.purs.gov.rs/Home/Login
- If you already have access to the portal, log in.
- If you do not yet have access (If you are a new developer), continue by clicking on the "Apply Here" button.
You will then be guided through the registration process.
- Your company details must be entered under "3. Company Details":

- In "4. Personal Details", the contact details of the person responsible for communicating with the Serbian tax authority (Пореска управа Републике Србије) must be entered. If false information is provided, the application will be rejected.
- With "Finish" the application is completed and forwarded to the tax authority.
- An e-mail confirming the address will then be sent to the e-mail address entered in the application (confirm address by clicking on the link in the e-mail).
- In parallel, the tax authority examines the application and, if the decision is successful send:
- the access data to the TAXCORE portal
- and a certificate.
Step 2: RetailForce Portal
In the next step,
- the certificate received must be uploaded to the RetailForce Cloud Portal and
- the PAC number stored.
Upload certificate
The certificate received (xyz1234x_DeveloperAuthenticationCertificate.pfx) must be uploaded in the RetailForce Cloud Portal - at the "Distributor" level. To do this, save the certificate file locally on your computer. In the RetailForce portal,
- select your company (distributor),
- click on the action item "Certificates" (right),
- then on "Add certificate",
- Important: the name of the certificate must be "PosSupplierSerbia"(!), enter
- the certificate password (in e-mail received from tax authority, value 'Лозинка'),
- select the certificate file and
- complete the process with "Add certificate".
PAC-Number
You must also enter the PAC number ("ПАК" - included in the email from the tax authority, value: 'ПАК') at your company (distributor) (= function available with release 1.6.4 - Feb. 2023).
Proceed as follows:
- select your company (distributor),
- click on the action item "Parameters" (right),
- then click on "Add Parameter",
- Parameter Name: PAC
- Value: enter the PAC code you have received from the tax authorities.
Once you have successfully completed the above steps, you can start the implementation for Serbia.
