These instructions consist of two phases: the preparation phase, in which all relevant master data is checked and configured, and the execution phase, in which the actual reporting process takes place.
Phase 1 – Master data check and configuration
Why: Only complete and correct master data prevents errors and queries from the tax authorities and forms the basis for successful reporting.
Step 1 – Organisation: Check basic data
Objective: Ensure that the report is assigned to the correct legal entity.
- Select „Organisation“ in the main menu.
- Select the desired organisation and click on „Actions“ in the „Details“ menu.
Step 2 – Company details: Legal form & communication
Objective: Enter the legally correct legal form and specify an email address for the confirmation link.
- In the „Legal Person“ section, select the appropriate „Legal form“ (e.g. Ltd.).
- Under „Communication“, enter the email address of the cash register operator.
Step 3 – Company identification: Enter tax numbers
Objective: Ensure that the company is clearly identified by ELSTER .
- TaxNumber (tax number): Format varies depending on the federal state.
- TaxOfficeNumber (tax office number): Depending on the federal state, the first digits of the tax number consist of the tax office number. This can be 2 to 4 digits long and identifies the responsible tax office.
- VatNumber (VAT ID): Unique identification number throughout the EU .
Step 4 – Terminal (store level): Check device data
Objective: Verify legally required information for each POS system .
- In „Stores“, select the branch and open the corresponding terminal.

Fill in the following fields:
- Platform Type: Operating system (e.g. Android, Windows).
- Terminal Type: POS system type (e.g. PC-based cash register).
- Purchase Date & Commissioning Date.
- In the section „Terminal Information“ check the hardware and software details.
Step 5 – Configuration: Assign licence
Objective: Activate the function for reporting to the German tax authorities. Open the
- „Configuration → Licenses“ in the main menu.
- „POS and TSE Announcement“ is enabled.
Phase 2 – Implementation of the TSE notification
Why: In this phase, the verified data is finally validated and transmitted to the tax authorities.
Step 6 – Start the notification process
- Return to the „Organisation“ overview.
- Select organisation → select „TSE Announcements“.
- Click „+ Start Process“ in the top right corner.
Step 7 – Validate & start transmission
- Select the relevant branch(es) in the pop-up window.
- Click „Validate“ → The system confirms that the check was successful.
- Click „Start Process“ → An email with a verification link will be sent.
Schritt 8 – Approval via email
- Open your email inbox (from step 2).
- Check the PDF → if the data is correct, click on the verification link.
Step 9 – Completion & confirmation
- The message „TSE Announcement successfully verified!“ appears in the portal.
